Sorry for my ignorance, the names sound familiar, but what exactly are Mt. Weather and Site-R?

Mt. Weather used to be a top-secret military installation during the Cold War. Back when I was a kid, a 727 crashed into the mountain very close to that installation. The folks there thought they were under attack. That blew the secrecy of the installation. Now it's a FEMA installation. I understand that this is a vast underground installation. Not much to look at from the top.
During the Million Man March, the installation was used as a staging ground for troops if they would've had to deploy to DC to put down any rioting.
Not sure what Site-R is.
The Federal Emergency Management Agency (FEMA) runs Mount Weather. When it has to talk about the place, which is rare, it calls it the "special facility." Its more common name comes from a weather station that the U.S. Department of Agriculture had maintained on the mountain.
