Stolen firefighter uniforms + sarin or VX filled fire extinguishers = big trouble.

Also while I'm thinking out loud:
There was some road maintenance going on in front of my place last night, really late. If the terrorists can steal firefighter uniforms, I'm sure they could get their hands on Dept. of Transportation uniforms. Question: How would we know if the folks working on the roads are legitimate? Is there any coordination between Dept. of Trans. and the police. Should there be?
