Taguba re-states for Senator Roberts, the abuses were not policy, they did not even go to battalion or brigade level. This has to be a dagger in the heart of those who would force Rumsfeld's resignation.

Oh, Allard asks why anyone taking pictures in this facility?

Smith: Taking pictures of prisoners is against the rules, especially with personal cameras.

Smith and Taguba say these were the personal cameras of these MPs. Allard points out this had nothing to do with the handling of the prisoners. Smith and Taguba say as far as they know this was entirely these people taking pics on their own.

Now--we all know the soldiers have claimed they took them under orders. Then we started hearing that intelligence used these pictures to show other prisoners the pictures to get them to cooperate. That is false. These were purely done by these persons on their own, against the rules.
