What "training" is required for 7 adults in the military to know that taking S/M photos of prisoners for their own enjoyment is the wrong thing to do?

The answer is obvious but there is a thing we call the "Chain of Command" that is responsible for seeing that those implied standards are complied with.

I agree but I don't want to let the "grunts" off that easy. The fact is that there will be a LOT of brass melted over this and it will include a Brigadier General.

Don't Ask; Don't Tell became the new "implied policy" under a previous administration. We are today witnessing the results. We need a new, stronger, more specific policy to cover queers and the S/M crowd in the military it seems, something along the lines of:

We Won't Ask If You Don't Take Pictures.
