In so much as I believe the Prison Commander should be fired and punished for what was done in her command. I do NOT believe this should go any further up the chain.
Anyone who thinks this is a TRAINING problem is not thinking correctly. Everyone of these MP's KNEW what they were doing was WRONG. The very fact that someone would have to TELL THEM not to make prisoners whack off or make them parade around naked etc is beyond ridiculous. They knew as any rational person would. Trying to put this on the SecDef or the Chairan is idiotic.

From what I've read, this behavior occured for about three months on the graveyard shift. It's still a failure of command, up to the GOIC...Karpinski..In a prsion situation, a static environemnt, commanders should MBWA..manage by walkig around..you drop in on the nightshift..not a surprise inspection..that has a punitative connotation, rather you drop in to see how the troops are doing..do they need anything...If the CG does that, thanthe field grade officers will emulate the behavior. The military, like a fish..rots from the head down..
