Why is the Navy involved in this?
Is there something here the Air Force can't handle?
Why go to the additional expense and risk of using
planes that operate from a ship in the gulf?

Why is the Navy involved in this?

My best guess involves that the Navy keeps at least one aircraft carrier battle group in the Persian Gulf at all times, and that the 1st Marine Division, which is back in Iraq, includes an air wing, which can be based on land or sea.
