Kerry evidently got someone else to sign off on the PH but there is no record of it to this day who did it! Do you think Kerry would stoop low enough to forge a signature?

I don't know but what I do know is that there apparently is no record of the first PH in the Naval Historical College in DC as was reported in the article referenced in post#249.
