What are the non reporting precincts, and how did they vote in 2000?

Washington went for Toomey as well....Although, that does not surprise me as much..Still stunned over Allegheny..

The county list I saw put most of the uncounted precincts in the T of conservative territory in Penna.

It is most likely that the remaining prescints are in the central part of the state because they use paper ballots to vote and those all have to be hand counted.
