Kerry applied for a duplicate medal sometime while John Lehman was the Secretary of the Navy (1981 through 1987). There is no other explanation for why his citation is signed by Lehman. This is from the military records released by the Kerry campaign.
So the question is... if you needed a replacement medal, Senator, what happened to the original?
