He'd be micro-managing if he was deciding which buildings to storm and which not to storm and what sort of ammunition the Marines were allowed to use. Deciding if a major offensive, involving thousands of men, should be launched or not launched is a decision which, in this situation, properly rests with the Commander-in-Chief.
