Interior Minister Avraham Poraz (Shinui) has refused to allow additional members of the Bnei Menashe to make aliyah, reportedly because they live an observant Jewish lifestyle and are welcomed almost exclusively in Yesha communities. What does that mean?

It makes little sense. Technically it means that he refuses to let them in because they become orthodox Jews (not reform Jews) and are only welcome to live with other orthodox in "settlements" in Judea and Sumaria (Yesha is an acronym for the Hebrew words describing the areas of the west bank, (Y=Judea, S=Sumaria = YESHA)).
But it makes no sense, since they are welcomed to live in all communities of Israel, not exclsively in Yesha communities.
