If we pretend to believe Kerry's constant dodging of this issue, what does it say about the effectiveness of a US Senator who cannot obtain complete documentation about his own military service from the DoD?

Perhaps the inability to obtain complete records such as those covering his first PH, means that this medal slipped through the cracks. Remember - he REQUESTED that the first PH be awarded to him. This is unheard of before Kerry and (hopefully) since.

My husband requested, and got, all of his records, and even requested, and received citations for his unit that he was unaware of.

Say what you will about the government, but the records department for military personnel is awesome.
