Yes, I had read that, but I understand it's only necessary to get a permit if a large group is expected, and the D.C. group has always done that.

In DC, even Girl Scouts need permits to sell Girl Scout cookies.

Thanks, kitkat. So maybe the cop was mistaken. OTOH, maybe it was the fact that a table was set up. I'm sure Kristinn will clarify all this.
