I do not believe that we will know the "WHOLE" story until we know the WHO and WHY this MEMO was written and put in to "LAW/RULE".

I believe that there was nothing done in the Clinton administration that was not well planned and for specific reasons. This bunch loved "shredders" and unless somebody deep within the bowels of government save a copy I doubt the paper still exists that will tell us the real reason why this WALL was put in place.

The smoking gun right now is the 'memo', which doesn't identify any of these things, and it should, and it should have been a directive, with references and signatures, rather than an interoffice memo which wasn't even signed, and yet put in place major policy decisions which have cost $billions of dollars and thousands of lives.
