The lack of cooperation between law enforcement and intelligence is historical - but only after the banking scandals in the late 80's were the "walls thrown up" -
Gorlick served on panels to "work out the differences" in the early 90's.
This study was done in 96 - none of the recommendations were worked out in all of the years prior to 9/11 which would have allowed the agencies to interoperate - and Bush should have immediately come up with a way to do it and implement it prior to 9/11, thus saving the WTC etc...

The vacuous-brained assertion should be highlighted for its absurdity: "... and Bush should have immediately come up with a way to do it and implement it prior to 9/11, thus saving the WTC etc..." The media are portraying these issues just as you've framed your sarcasm. Sickening, isn't it!
