Make the answer to Sammon's question answer 12 (continuing) - Libya took the lesson of Iraq to heart and gave up WMDs. Also linking AQ Khan's efforts (which were before 9/11 and mostly in the Clintoon administration) to the war footing adopted after 9/11. Iraq is a theater in the War on Terror, not THE War on Terror
