Cater started it in 76...the problem is, if you use the formula like it's been used for years, Bush's is the lowest ever!!! It's the unemployment rate plus the rate of inflation, so Bush's is like 7.5%, Clinton's was 8.6 in 1996....So kerry had to change the rules in the middle of the game or he was going to lose if he used it!!!!

So WHY did he even bring it up? The Dims ALWAYS have to change the rules to try to 'win'. When do you think the majority of Americans will realize this????
