Dr. Rice is very good, but I recall the classic political admonition: "When you're explaining, you're losing."That's why she's gone beyond explaining. She's undercutting the hidden assumptions in his questions, which is the best way to respond to baiting selective questions (such as "what was the title of that memo?").

I don't see that she was explaining. She was trying to anser BV's questions in the manner that he was posing them and he was wanting simple yes/no "gotcha" answers to questions that didn not warrant them.
