It seems to have to do with state laws--that ALL absentee ballots HAVE to be sent and received by mail (27 states). Due to duty stations, ballots arrive late, thus being invalid. GAO report says too little has been done to solve the problem. Mail to/from some duty stations take upwards of 2 months.

Just as well, there was a poll in Stars and Stripes a few months ago that showed that there wasn't strong support in the rank and file for Bush, at that point they weren't going to vote overwhelmingly for him... That may have changed by now, but delays likely won't hurt the President's chances.

It really doesn't matter who they vote for, the point is their Vote better count or there will be an awful lot of angry folks ready to start lynching Politicians.
