The Turks did not, and do not, want anything that empowers the Kurds, with whom they have been fighting for decades. If there was an independent Kurdistand carved out of northern Iraq, with its own oil fields for revenue, and with the stipulation that they must allow free immigration of Turkey's Kurds, we might have a win-win situation. Turkey would be rid of their Kurd problem (along with their Kurds) and the Kurds would have their own self-supporting country

Turkey would be rid of their Kurd problem (along with their Kurds) and the Kurds would have their own self-supporting country That's exactly what Turkey doesn't want -- they believe that an independent Kurdistan (or whatever they want to call it) would provide refuge and assistance to the Kurds inside of Turkey. The Turks believe that the Kurds will not want to leave, but that they would rather create their own state inside of Turkey's current border that will either be autonomous or annexed by a Kurdish state in today's Iraq.
