From what I have read, we've gone into Fallujah like a big dog today and arrested many of the participants of that attack (there are downsides to having your mug on TV when committing atrocities). I think it would be a mistake to engage in full-scale retaliation that would kill hundreds of innocents - we still have public opinion in Iraq on our side, and we need to not overdo any response to an action.

I'm not a big fan of the "arrest the perpetrators" school of thought. I like the Israeli approach ... kill the leaders.
