Reuters is trying to establish that any action by an Iraqi policeman of Sunni faith against any Shi'ite is automatically a harbinger of Civil War. So, the Americans can't arrest him as occupiers, and the Sunni's can't arrest him without provoking a Civil War. No Shiite can arrest him without igniting a Shi'ite conflict. So, Sadr is going to have to put himself under arrest and lock himself in jail like Otis the Drunk.
