That's the bad thing about Mexico --- the white elites rule it and are very greedy and corrupt but if every last one of them exiled to Europe today, I'm not sure the country would be much better off or any less corrupt or any more fair. Before the Mexican Revolution they had a Oaxacan Indian --- Porfirio Diaz -- for president and the Zapata and Villa with the Indians and campesinos helped run him off to Spain.
