Good old SCAG, late to the party and slow on the uptake. How about some freeways in LA where we need them!

Sounds like a great start for the El Presidente Fox US Dope, Illegal Alien and Saudi Terrorist Distribution System! This should help improve his distrubtion system and ceratinly improve the ability to help Mexican criminals in the US duck quickly back to where they are immune. It should also help reduce the wear and damage to stolen US vehicles being return to Mexico for use and sale.
