One solution I would consider is to do things somewhat similarly to the way they were done in Japan after WWII. Put a man like General MacArthur with dictatorial powers in charge and make it clear to everyone that fundamental change in society is required or else. Do not try to understand their "culture", no liberal social engineering. Traditional Arab and Muslim culture is the problem and cannot be mended without fundamental change, this is something Kemal Ataturk of Turkey understood very well.
