I was shocked, when I heard Gertz mention this on FoxNews the other day. Gertz said that Clinton and Reno established this on their own, without discussing it with anybody. Also that the FBI was actually forbidden to follow up on intel reports, they were supposed to focus on getting evidence in law enforcement cases. E.g. they would be allowed to pay attention to a 9-11 terrorist attack AFTER it happened, but NOT to follow up intelligence info that it may happen in the future. MOre thanks to Clinton.
The Bush team is reluctant to look back and affix blame, they changed a lot of things for the better and are moving forward, but the Dems keep trying to find something, anything, which they can use to blame Bush.

I think Congress first put up a barrier between the two agencies after the Church Commission. Clintons rules were much stricter from what your posting.
