Apparently at fault is a single incorrect phone number on the "Registrant" record. It seems to me that these things happen. Didn't CNN or some major site temporarily lose their email this way? Is this based on a law, or is it just the customer be damned?

Didn't CNN or some major site temporarily lose their email this way? I know maybe a year or two ago, Microsoft's Hotmail was down for about half a day simply because someone at Microsoft forgot to renew the domain name. A Hotmail customer actually paid it himself and got the service started again. I think he got a $500 reward from Microsoft. I'm telling this from memory so some or all of this may be incorrect.
