The recent bombing in Spain may be evidence of just how fearful the terrorists are of a free and democratic Iraq.

The leader of Libya voluntarily disclosed all of his WMD programs. As we meet today, the dismantling of those program is happening. I do not believe this decision would have been made without the new realities of our world and that WMD do not bring prestige, the yonly bring isolation. Our allies will not live at the mercy of terrorists or WMD. By whatever means are necessary, we will act to protect the lives of the American people.
