The French will probably try to go through the UN on this first, meanwhile blaming us for everything but the last ice age. That might be their strategy: If the terrorists demand that the US capitulate,( get out of the Middle East, pay reparations in gold until the end of time, install a Muslim potentate as pres, etc., ad nauseum, and then they'd be nice to Europe), we'd be pressured by the idiot UN and Euroweenies to do just that. Of course this wouldn't work, but if Kerry got in, God forbid, he'd be on his hands and knees before Osama before you could say pass the ketchup.
