Reasonable to me. But I think there'd need to be a policy of not bothering with carping and rebuttles about what was listed in such a penalty box. Otherwise, it might create more of a problem than it solved.

Definitely. Just as in hockey, you're not allowed to criticize the referees. That will get you fined. Hmmm. A new fundraiser? :-)
