Remember all of the large gallon water containers that were found in the subway? They were not dangerous and nobody knew why there were there?
It just came to me.
It was no test by terrorists; it was a demonstration.
They were meant to make the news and their intended audience was the government who was contacted either before or after, I'd assume.

Assume that they contacted the FCC and told them that if they didn't get the jewish infidel stern off the air that they would blow the rail road, they then demand 2 million dollars and as a demonstration they left the bottles.
Or something to that effect. Think france and them not telling the public.

Yep. There have been others as well. I'm still wondering about the can of anthrax that was discovered in the fall of 2001 down in an extended stay motel/hotel restroom off the main lobby on the mid-Atlantic coast(Virginia?North Carolina?)
