More money. The vanity plates cost extra.

The state has an ugly design for the free one (such as Florida), so people want to buy the vanity ones.

Because people pay EXTRA for the designer plates. Remember, it's ALWAYS about the money...

Each plate makes money for a particular cause. Besides some are rather nice.

Most states just require you show a set number of interested parties. Imagine a 2nd amendment plate?
