You first assumed that there was no effort to pass a referendum-proof bill.
When that proved to be an incorrect assumption, you assumed that was a sticking point for Schwarzenegger. You have no evidence for that, named or anonymous, sourced or unsourced.
On the other hand there are quite a few links on this thread where Schwarzengger says he supports CDLs for Illegals and also says he is working with Cedillo on the new bill.
There is at this point no reason to believe Schwarzenegger wouldn't support SB 1160 if it contained an urgency statute.
