If Teddy's Bill had passed, we would have had two years or more to debate and study the consequences of a 30-30 penetrating a level I vest. If Teddy's Bill had failed, Craig and Frist would have killed their own bill.
All that wouldn't have taken place because the NRA and the Republicans would kill 1805 before they would let an amendment like Teddy's become law.
