Short answer: Because there's absolutely no excuse for its renewal to even be voted on by a subcommittee much less actually be passed by a Republican controlled congress.

Amen to all that.

The difference between R and D looks to be summed up for all practical purposes as nothing more than a slightly different rate of erosion of the Constitution.

Yes! And that's why we should all work diligently to get GWB elected, because at least we'll be boiled more slowly! (do I need to say that I'm being sarcastic, here?)
