Even though I vehemently oppose abortion, I would have to say that the action of shutting down clinics would be illegal by letter of the law. However, if some politician wanted to make a statement by doing just that, I wouldn't get in his way.

If he believes it's his "moral obligation", it's subordinate to the moral obligation of upholding the law. If it's a law he doesn't want to uphold, he should go back to the private sector.

At the same time, it's not sinful for a politician to "uphold" the law that allows abortions, however, it is sinful to promote/and or fail to take a stand against it.
