There is another possible explanation for Kerry's failure to report what he'd seen, if he actually saw it: He's complicit.

Beat me to it.As an officer,particularly as a Boat commander and betting a section Commander, he was bound by the UCMJ to prevent or stop any and all illegal actions.He at least was compelled to report it. That fact he failed to do any of it indicates his being an accomplice at least.

Reading that paragraph about Kerry's legicide in 2001 of Vietnam Human Rights Bill, H.R.2883 makes me want to see Kerry recalled as a United States Senator for malfeasance.
