An interesting aspect of the legislation (S1805) is as follows (from the text of the Bill):

SEC. 2. FINDINGS; PURPOSES. (a) FINDINGS- The Congress finds the following: (1) Citizens have a right, protected by the Second Amendment to the United States Constitution, to keep and bear arms.

Regarding the John Muhammad/Lee Malvo killings, I have a rule:

Never let anything done by an Islamic, America-hating radical and an illegal alien be considered as a reason to penalize or to restrain the rights of law-abiding American citizens.
