11 Stories is a lot more than 30 metres -- I make it to be about double that, 60m/200 ft. He'd have been closing in on a tumbling person's terminal velocity of 35-40 m/sec -- an unsurvivable impact (about 60-70 kilojoules), absent highly unusual circumstances in the deceleration.

60m seems much too high to me - here's an eleven story building that tops out at 122 feet. Of course, I haven't measured this particular building in Ottawa, and I'm sure there's a lot of variance from one eleven story building to the next. Probably the easiest way to find out would be to knock on the door of this apartment and ask to borrow their balcony for a moment - toss a bowling ball off and time the fall for a distance estimate ;)
