Does that sound like a probe of the system, to you? Maybe testing to see how long it took before the bottles were noticed?

Back in August when I first heard the story that's exactly what I thought. Once the FBI was involved it seemed more definite. Considering recent news and warnings, I wonder if there were similar odd activities in subway systems in other cities.
