That's exactly the point Indie, there's no way this could be a mine blast!!

Not only because the magnitude of the quake that never happened is too large, but because of those reasons you stated. If there was a mine blast there would be some type of news coverage on it.

So that leaves two choices, nothing happened at all or there was a very big event that some people would just as soon nobody know about.

I could very easily accept that nothing happened if it wasn't for this USGS officials statement that it was a mine blast. Why make up such a ridiculous story?
