It is not 2002. Part of the reluctance then was mere "move order". We wanted a clear shot at Iraq, and that meant it was not the time. Iraq has been done. Stop being scared of shadows and looking for excuses abroad. Move.

Personally, I think they shouldn't have "surrounded" it, but should have razed it -- once they knew the rat was in it.
If you're going to be condemned anyway, you might as well get the job done.
