A haven for terrorists?

The place is barely a haven for Haitians. It's the only truly third-world place in the Western Hemisphere. Why in the world would Al-Qaida or other terrorists use that horrible place as a base when you have Western countries that will allow them to collect welfare while plotting more attacks?
