It could be. The Lewinsky matter should have been harassment, too.
Harassment is about creating a hostile work environment. Using the Lewinsky case as an example, consider what the message to the rest of the White House staff was. Consider what the other interns must have been thinking was necessary to advance in an office where that kind of behavior was encouraged. Finally, think about how Betty Currie must have felt, being Executive Secretary to President of the United States, only to be relegated to sending secret gifts to "girlfriends" and then having to retrieve them and hide them under her bed. With a resume like hers, Currie should never have had to do things like that. That is what is called a hostile work environment to people who were not the "consenting adults" but were forced to be around them, and have their jobs depend on ignoring the antics of the "consenting adults."
That is what we have to now look for in the Kerry situation. Harassment goes way beyond just the consenting adults.
