Think about it this way in our modern era has there not been a form of government whose sole purpose was to replace themselve with our Heavenly Father?

Our Heavenly Father set a system of government told to us in the book of Judges. The children wanted themselves a "king" which is not what our Heavenly Father had in mind.

So he gave them a "king" and then told them what would be required of them by their "king".
