Why would any political party want to bug someone else? It's a juicy way of running a smear campaign behind the works. We have been doing that for about 50 years and it started with president Roosevelt.

The strategy is obviously to keep Bush on the defensive by making wild accusations that he must defend against...even if they're untrue. Most people will hear the accusation but not the rebuttal.
