Nope, not news at all. The writer is totally innocent of the philosophy of science of the last forty years. "Scientific Realism," the notion that theories are not literaly true, but instead correspond directly with physical reality, has superseded logical positivism since the sixties. What is news is the emergence of cognitive models of theory construction, which use the insights gleaned by cognitive science and psychology to explain how our mental and perceptual facilities work together to "create" science.
