Do you think that Cuba has been admitted to the club?

Short answer - - I don't know.

Longer answer - - they cooperate with these states and probably have dabbled in some WMD (like Libya), but are not up to their eyeballs to the extent of the three named axis nations. I think if you google Secretary Bolton and Cuba you will see some public allegations made by the Bush administration. But Castro will sooner or later be pushing up daisies and I think folks in Havana are more interested in dividing up the estate rather than provoking a replay of 1962.

Victory in Iraq has been a huge deterrent. Libya and Sudan are making nice-nice and the Iranians and North Koreans are at least going through the motions of negotiating with us.
