They have conclude that it contained no KNOWN TOXIN.
Very specific with that wording.
This at least the fifth story where they haven't specifically ID'ed the substance, but the first to be so specific about it being no KNOWN TOXIN, as if they suspect it is an UNKNOWN TOXIN.
