Bush was unveiling his new push for greater international resolve against the spread of weapons of mass destruction in a speech Wednesday at the National Defense University (search), a senior administration official who briefed reporters on condition of anonymity said Tuesday.

"The key here is not just to deal with rogue states but to deal with these shadowy networks ... to make sure we know the full story, to make sure we root out all the tentacles," national security adviser Condoleezza Rice (search) said Wednesday

On Wednesday, the president planned to sketch the changes in the threats from weapons of mass destruction from the Cold War to the post-Sept. 11, 2001, era, the official said. Bush was to argue for new strategies to deal with terrorists seeking weapons of mass destruction.

Bush was using the disclosure that the father of Pakistan's nuclear program sold nuclear technology to countries such as Libya, Iran and North Korea as an example of the global nature of the problem, the official said.

After Abdul Qadeer Khan confessed last week to transferring nuclear secrets, Pakistani President Pervez Musharraf at first granted him a pardon and then made it dependent on the outcome of an investigation.

WASHINGTON -- Amtrak said Tuesday an administration proposal to give the passenger rail company $900 million is half of what it needs and would lead to a midyear shutdown.

Company President David Gunn said Amtrak needs $1.8 billion in its 2005 budget year to cover losses incurred from running its trains, overhaul equipment and fix deteriorating track along the Northeast corridor from Washington, D.C., to Boston.

"It gets pretty risky not to do the work," the Amtrak chief said. "We're not changing 200 miles of rail because it's fun. We're doing it because the rail is worn out."
